When evaluating a PQQ or an ITT and providing information and documentation to support your proposal, there are a number of points to consider before returning your bid submission.

  • Can the Employer’s tender review team understand the points made and do they succinctly answer the question?

  • Do the case studies and back up evidence provided adequately cover the specific points requested?

  • Are the responses pertinent answers to the questions asked by the Employer’s document?

  • Does the proposal comply with the specification and if not, what are the alternative solutions and what benefits do they provide?

  • Is providing an alternative tender allowed, do you also have to provide a fully compliant tender?

  • Are the solutions provided in your tender answers the best way to meet the client’s needs and vision?

This basic analysis structure is useful, but it can also be expanded when required. The key focus should always be on the relevance and compliance of the submission. Most clients provide scoring criteria and key elements of the question that they highlight as required within the submission.  These should be carefully considered to ensure that every response is written in a way that optimises its potential score.

Ensure that where questions call for evidence this is provided in a clear easily understood form to enable you to maximise your potential mark. When reviewing a submission look out for a lack of supporting evidence and highlight these areas for improvement.

The Employer’s vision, requirements and definition of value will be vary for each project and so assessment criteria will differ from tender to tender.

The tender assessment is the process used to identify the tenderer whose proposal best meets the Employer’s needs and, in a large proportion of tenders, offers the ‘most economically advantageous tender’ (MEAT) as opposed to the lowest price. For this reason, the tender team should take a holistic approach to the tender considering all elements of the ITT rather than focussing on the costing and price for the works, ensuring that the solution provided within the submission adds value to the client and gives comfort that the Contractor is the right company to work with.
